What does 70 SSb stamped on the Chorous spindle mean ? Will any other spindle do to replace the above ?

Also the bearings are enclosed in a resin cage. Which is the correct way to install them? Should the max. bearing surface face the cups or the spindle?

ad 1.: 70 means 70 mm = ITA ad 2.: max bearing surface face the spindle cone.
